Schnelle <br /> <br />RE: Gilbert H(.nkveld Hobile Home Park <br /> <br />il <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />You have advf~;(.d me that an individual has contacted you regarding a mobile <br />home use permit and/or mobile home zoning on property owned by Gilbert Henkveld- <br />located generally on the NE~ of Section 28 Township 32 Range 25 stated in the <br />City of Ramsey. You indicated to me that this individual stated the property <br />was proper].y zoned or had the appropriate permit for a mobile home park. Your <br />question to me l:hen i5 this an accurate statement? <br /> <br />I have reviewed the city's fi]e on this subject. I have reviewed a document <br />entitled "Purcl~ase and Lease Back AGreement" dated February 20, 1973 between <br />Ramsey Township and Gilbert A. Menkveld. I have also reviewed the city's <br />Council m~nuies for the year 1977 when this subject was discussed by the City <br />and Mr. Henkveld. <br /> <br /> Based on the information I have reviewed I am of the opinion that an outstand- <br /> ing permit and/or proper zoning for a mobile home park on this property above <br />· described does not presently exist. The prime basis for this opinion is the <br /> length of ~Jrne (almost ten years) that the permit has been in existence. During <br /> this period of time no construction on the project has been commenced. Since <br /> entering into the agreement the City's Comprehensive Plan hs changed as has <br /> its zoning and subdivision ordinances. <br /> <br />--~ I recommend that you advise the owner and proposed land purchaser of this <br /> ! <br /> opin on and if the owner has some information to bring to my attention which <br /> he feels will have an impact on this position he should feel free to forward <br /> this information to me. I further recommend that the landowner be given the <br /> I opportunity to this subject with the City Council at its next reg- <br /> discuss <br /> ularly scheduled meeting on September 28, 1982.
