I I I I I I I I I I I I I I I I TO: Mayor and City Councilmembers FROM: City Administrator ~i~~ ~'' RE: Staff Report for October 1982 Finance - The following is hereby submitted on this category: a) Cash Flow Report for September 1982 - The Cash Flow Report for the month ending September 30, 1982 is contained as enclosure (D2-a) in this agenda. b) 1982 Ouarterly Budgetary Report of Revenue and Expenditures - Councilmembers and City Staff Department Heads will receive an abbreviated report at the end of each month. However, at the end of each quarter, Councilmembers will' receive a complete report which reflects the total quarter and gives you an excellent picture of the City. This report Councilmembers received under separate cover as Exhibit "A". c) Memo Report on Cash Projections for Bond Funds Dated October 1982 - This report is imFortant to see if your bond fund cash flow projec- tic~ for the coming year is adequate to cover interest and principle payments. If they are not adcqoate then you would have to levy additional'taxes to cover this shortfall in special assessment collections. Please refer to enclosure {D2-b) of this agenda for this report. 2) General - We are wcrking on the following major projects: a) Economic and Public Health Impact of Proposed Landfill Site "P" and Existing Landfill - We now have most of the information. It is just a matter of putting it all into a comprehensive report. b) Ad Hoc Sewer Committee for Utilities, Streets and Storm Sewer - This c) d~ committee Councii appointed back in July 1982 and it is moving right along. The ~ommittee should have a proposed policy ordinance before you in either November or December 1982. State Aid Lawsuit - This is moving along very fast. In fact, we are coming before Ccuncil to get your approval to engage an expert witness. It is really taking a lot of think tank tim~ to figure out how to condense this enormous amount of data into graphic charts, etc. Zoning - This is getting to be a real problem as the peoFle are not happy with zoning enforcement. Now, I don't want to make th~s sound like all the people, because that is not the case. At least I hope it is not the case. However, this zoning has really got to be discussed at a special meeting because I think some of the c~mp~a~nts are getting out of hand.
