Not only is there a certain amount of lag time, <br />but I think the general public is still very skeptical about the lower rates and <br />whether or not they will hold until such time as they could close. <br /> <br />Lester is continuing with inspections to allow me additional time for the numerous <br />administrative items that seem to keep comidg up. The Ad Hoc Committee working on <br />the sewer ordinance is making progress and could have a draft for Council considera- <br />tion by either December or January. While they have not been directed to do so, I <br />think it is imperative that ordinances be developed for the assessment of storm <br />drainage, water and M.S.A. streets along with the sewer ordinance. Further, I feel <br />an ordinance for permanent streets, i.e. curb-gutter, should also be established <br />for those locales where the utility construction has already taken place. <br /> <br />Minnesota Utilities have approached me for yet another building the same as what <br />they presently have under construction. I told them I could see no problem with <br />their request and they should proceed with the necessary preliminary work. However, <br />I advised them that Council approval was still necessary and a permit would not be <br />issued until that had been granted. They were further advised to not start any <br />construction until proper approval had been granted. <br /> <br />Mr. Del Skeim of Scandinavian Construction submitted a request for an urban develop- <br />ment permit for four four-unit buildings in Ramsey Commons. I have addressed this <br />with a separate report and am tentatively scheduling the required public hearing for <br />the regular Planning and Zoning Commission meeting of November 3, 1982. <br /> <br />Cross of Hope Lutheran Church will also be on the November Planning and Zoning agenda <br />for a conditional use permit for a church that they are proposing on a ten acre parcel <br />south of 7th Avenue just east of State Highway #47. This conditional use permit is <br />necessary as churches are not a permitted use in an R-1 (residential) zone. <br /> <br />I checked with the County on the property belonging to Mr. Gene Walters of Waltek, <br />Inc. and found he was not included in the buffer zone of the proposed landfill. I <br />was further informed that construction can take place in the buffer zone with Metro- <br />politan Council approval. <br /> <br /> <br />
