I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />DATE: <br /> <br />Ramsey City Council <br /> <br />City Attorney Goodrich <br /> <br />Attorney's Report/Landf~ll <br /> <br />October 21, 1982 <br /> <br />The following is a list of events I have been involved in relating to the <br />landfill since my last report to you on September 23, 1982: <br /> <br />9/23/82 <br /> <br />Met with Mr. Don Otter who discussed the possibility of Waste <br />Management purchasing the existing site. He also advised at <br />that time that Waste Management had concluded a deal to purchase <br />the Westphal property which is the 80 acres north of the existing <br />site. <br /> <br />9/23/82 <br /> <br />Councilman Cox and I attended the full Metropolitan Council meeeting. <br />At this meeting the Council accepted Site P as it was proposed by <br />Anoka County. We also had at that time a brief meeting with Mr. <br />Don Otter who again proposed that Waste Management purchase the <br />existing site. <br /> <br />9/27/82 <br /> <br />Mayor Gamec, Anoka Mayor Dick Bloomquist, Anoka City Manager Jerry <br />Dulgar, Anoka's Attorney Tom Gedde and I met to discuss the Anoka/ <br />Ramsey ownership question of the landfill. It was stated at this <br />meeting that Anoka wants to negotiate the final disposition of the <br />existing landfill with Ramsey. Mayor Gamec said he would discuss <br />this with our Council and get back to them on this subject. <br /> <br />9/28/82 <br /> <br />The Anoka County Board met, at which time Councilman Cox read a <br />letter from Ramsey stating our position on the existing site. The <br />County Board was encouraging and passed a resolution directing <br />that a committtee be set up to study "landfill alternatives" as <br />they relate to the County and requesting the Metropolitan Council <br />delay action on Site P selection. <br /> <br />9/29/82 <br /> <br />Letter written to the Metropolitan Council advising of the County's <br />9/28/82 action. <br /> <br />9/3O/82 <br /> <br />I reviewed the County's draft of the minutes of the 9/28/82 meeting <br />and met with the County Attorney and told him that I felt the <br />minutes did not properly reflect the County Board's actual intention. <br />The County Attorney said the minutes were accurate. <br /> <br />10/4/82 <br /> <br />City Engineer Raatikka, City Administrator Schnelle and I met to <br />lay out an.outline for the preparation of the landfill impact study. <br /> <br />10/5/82 <br /> <br />Drafted a letter to Commissioner Edward Fields expressing our <br />concern over the quality of the 9/28/82 draft minutes and requested <br />that when the minutes are finally adopted on 10/12/82, that they <br />properly reflect the Board's action. <br /> <br /> <br />
