I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />-2- <br /> <br />Per Capita Income Data for EP14 <br /> <br /> A number of governments have been in touch with the Office of Revenue <br />~haring with regard to the per capita income data which was used to compute <br />EP14 allocations, since increases in this factor caused some negative changes <br />from the estimated allocations sent in April 1982. <br /> <br /> As you are aware, the Revenue Sharing Act requires that ORS use the most <br />current data available in the revenue sharing formtula. In June 1982, this <br />o£f~ee was provided with 1979 per capita income figures for all recipient govern- <br />.uef~ts by the Bureau of the Census, thus updating that factor which was used in <br />d~.~termining initial allocations for Period lg. This office advised local govern- <br />~ents in April, during the Data Improvement Program, that the 1979 figures would <br />be used, if .available, for the initial allocations. <br /> <br /> The 1979 per capita income figure is determined based on data from -the 1980 <br />Census of Population and Housing and is the estimated mean or average amount of <br />total money income received by all persons residing in the gover~nental unit <br />d~.~ring calendar year 1979. Total money income'inc!udes (but is not limited to) <br />wage and salary income, net non-farm income, interest, dividends, public assist- <br />ance income, unemployment compensation, Social Security benefits, etc. <br /> <br /> If your government wishes to challenge the accuracy of the per caoita <br />income data, you should write a letter to: Matthew Butler, l~mager, Data and <br />Demography Division, at the letterhead address. Comparisons of your change in <br />income between 1977 and 1979 with those of similar neighboring communities in <br />the same County may be used as documentation to initiate research by the Bureau <br />of the Census. Any challenges will be researched by the Bureau of the Census, <br />but it should be noted that any adjustment in payment which might result would, <br />under current plans, be made in the last payment for EP14 (October 7, 1983). <br /> <br />Public Participation <br /> <br /> During this time of the year, a large number of governments are traditionally <br />involved in the development, consideration and adoption of local government <br />budgets. While you are in this important decision-making process, it is important <br />to remember that the Revenue Sharing Act requires that two public hearings be <br />held and notices be published before appropriating or spending revenue sharing <br />funds. Additional public notices are required after the adoption of the budget <br />involving revenue sharing money as well as after the submission of the expenditure <br />reports to the Bureau of the Census. <br /> <br /> The purpose of these procedural requirements is important because it gives <br />your government an opportunity to involve your citizens in the 8etermination of <br />how these funds can best be used by the local government. There should be an <br />opportunity for an open discussion of ideas and opinions so that your officials <br />may become familiar with concerns of the public, and the public may become more <br />aware of the financial procedures of their government. <br /> <br /> Your budget document, expenditure report, and supporting doc~entation must <br />be made available for inspection by citizens of your community. ~'~nile this <br />i~soection can take place during normal business hours at your goverrm~ent's <br />principal office, I would encourage you to make them available by placing them <br />at other locations as well (public libraries, schools, etc. ). <br /> <br /> <br />
