I I I I I I I I '1 I I I I I i I I i 7. That County State Aid Highway No. 7 is a major thoroughfare in the City of Ra~,sey. 8. T]~at the City of Ramsey, by previous negotiation with the then property o~er, has acquired an easement 33 feet in width over and across the north 33 feet of t~e subject property fo~ purposes of a future service road planned to serw[ce the property in the area south of County State Aid Highway No. 7. 9. That on previous occasions, the'City has permitted churches to locate in aJ~ R-1 district and on other occasions, the City has prohibited churches from being located in an R-1 district. 10. That in considering this Conditional Use Permit, the Planning Co~n,nisslon has considered the following standards, to-wit: ~ a. The nature of the land upon which the use is to be located; b. The nature of the adjoining land or buildings; c. The proximity of a similar use; d. The effect upon traffic into and from the premises, or on any adjoining roads; e. The total number of similar uses within the City; f. ~ether or not the use will be dangerous or otherwise detrimental to persons residing or working in the vicinity of the use, or to the public welfare, and whether or not it will substantially impair the use, enjoyment or value of any property. 11. That the establishment, maintenance or operation of a church on the subject parcel will not be detrimental to or endanger the public health, safety or general welfare and is not contrary to established standards, regulations or ordinances of other governmental agencies. 12. That the proposed Church use will not create an unsightly, undesirable or obnoxious in appearance building and that it will not hinder the orderly and harmonious development of the City in the R-1 Zone wherein it is proposed. 13. That the Cl~urch use will not snbstantially be injurious to the permitted uses nor unduly restrict the enjoyment of other property in the
