Since there
are minor watersheds with 90 percent or more land area within the
metropolitan region, it was included as a watershed under the new
law. However, Trott Brook which drains into the Rum River has been
exempted from the 1982 Metropolitan Storm Wxter Planning Act.

It was decided to split the Upper Mississippi River Watershed into
the East and West halves and continue to try to organize watersheds.
Some of the communities are going to try to either add their area in
the Upper Mississippi River to existing watersheds or to get an
exemption from the law. It was also decided that each Side of the
Mississippi River will be meeting separately in the future.
