I <br />I <br />I <br />I <br />I <br />I <br /> <br />PROCEEDINGS OF THE <br />PERSONNEL COMMITTEE <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A Personnel Committee meeting was held on Monday, November 22, 1982 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. NW, Ramsey, MN 55303. <br /> <br />Members Present: Councilman Gary Reimann <br /> Councilman A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />Public Works Superintendent Merle Mevissen <br />Building Official Clayton Berg <br /> <br />The meeting was called to order at 7:10 a.m. by Councilman Reimann. <br /> <br />Case #1: Police Labor Contract: <br /> <br />I <br />! <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />City Administrator Schnelle stated that he sees no problem with the contract <br />as proposed. There may be some language changes but he doesn't anticipate <br />anything drastic. We wouldn't ~ive away any management rights and before <br />making any changes we would contact Labor Relations. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Sorteberg to allow <br />the City Administrator to negotiate the Police Labor Contract with the assis- <br />tance of Labor Relations when needed in these negotiations. Motion carried. <br /> <br />Case #2: Non Union City Employees: Salary Ranges and Proposed Salary Increases <br /> <br />for City Positions, 1983: <br /> <br />The City Administrator asked the Personnel Committee to refer to the salary <br />ranges and proposed salary increases that they were given earlier. <br /> <br />The 7% cost of living increase was questioned by Councilman Sorteberg. <br /> <br />City Administrator Schnelle stated that we have called various banks and came <br />up with figures from 7% to as high as 8%%. This is what they estimated the <br />inflation rate will be. <br /> <br />Councilman Reimann stated that the way the economy is going, people are fortunate <br />to keep their jobs with no increase. <br /> <br />City Administrator Schnelle stated that all we are asking is that the salaries <br />be brought to where the average is. We're not asking for any more. We have <br />been too conservative in the past and several employees ha~e not yet reached the <br />mean. <br /> <br />Councilman Reimann stated that the Council made a huge effort last year to <br />bring everyone to the mean and he feels that the cost of living increase plus <br />the adjustments are too big of a jump in too short of a time. <br /> <br />City Administrator Schnelle stated that Ramsey is a leader.
