,I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> <br />PROCEEDINGS OF THE <br />PERSONNEL COMMITTEE <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A Personnel Committee meeting was held on Monday, December 13, 1982 at the Ramsey . <br />Municipal Center, 15153 Nowthen Blvd. NW, Ramsey, Minnesota 55303. <br /> <br />Members Present: Councilman Gary Reimann <br /> Councilman A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />Building Official Clayton Berg <br />Police Chief Mike Auspos <br />Public Works Superintendent Merle Mevissen <br />Public Worksman Mike Stenquist <br />Public Worksman Daryl Saathoff <br /> <br />The meeting was called to order at 7:12 a.m. by Councilman Reimann. <br /> <br />Case #1: Defraying of Abstract Costs While Attending Mee'tings on Behalf of the <br /> <br />City of Ramsey: <br /> <br />The Council has requested that the Personnel Committee review the prospect of <br />paying persons who attend meetings on behalf of the City for the abstract costs <br />that are involved in attending them. <br /> <br />Councilman Reimann feels that we should definitely consider reimbursing these <br />people but we should develop a formula so it is equitable. <br /> <br />City Administrator Schnelle stated that an example of the persons to be considered <br />are appointed members of committees and commissions who are directed to attend a <br />meeting and may possibly have to leave their job. Elected officials (City Council- <br />members) shouldn't be eligible for this as it is their responsibility to attend <br />meetings as part of their position. <br /> <br />We need to consider elements such as the following: day or night meeting, meals <br />and mileage, if the meeting is inside or outside the City limits and if the person <br />serves on one or two commissions/committees. <br /> <br />Councilman Reimann feels that this is a complex problem that needs to be handled <br />properly, with more information than is now available. We need to 'do more research. <br />There are many questions that need to be answered. For now the persons affected <br />will have to take payment for meals and mileage onl~ until we can set a policy. <br /> <br />Motion by Councilman Reimann and seconded Iby Councilman SQrteberg to table a decision <br />on defraying of abstract costs while attending meetings on behalf of the City of <br />Ramsey until such a time as Council gives recommendations and further direction <br />and we can do more research on the issue. Motion carried. <br /> <br />Case #2: Discussion with City Staff Personnel as per Certain Staff Request: <br /> <br />Building Official Berg stated khat he has talked to various banks and two local <br />businesses, Thermo Serv and Mate Punch and Die, about the cost of living and <br />insurance. The banks gave figures ranging from 5%% to 7%%. The two businesses <br />both stated they are giving a 7% cost of living increase and paying $145 toward <br />health insurance.
