A copy of the notice and a list o! the owners and addresses to which the notice was sent shall be attested to by the zoning officer and shall be made a part o~ the records ot the proceedings. The failure to give mailed notice to individual property owners, or delects in the notice, shall not invalidate the proceedings, provided a bona fide attempt to comply with this section has been made. 4. If, after any public hearing held upon an amendment, the proposed amendment is revised or further revised to include land previously not affected by it, the city council shall bola another public hearing, pursuant to public notice, before proceeding to vote on the amendment. 5. The c~ty council sball act upon the request within forty-fSve (45) days after the last public hearing has been held. 6. ^ four-fifths (4/5) affirmative vote of the city council shall be r~.quired for passage of any amendment to this chapter. 170.01 10 AI),XlINISTRATIUN AND ENFORCF~.IENT 1_70.0110A ZONING OI:}:ICER The zoning officer, who shall be appointed by the city council, shall: a. Administer and enforce the provisions of this chapter in accordance with its litera± terms and shall not have the power to permit any construction or any use or change of use which does not conform to this chapter; b. Issue zoning certificates, building permits, and temporary conditional use permits; c. Maintain a permanent file of all zoning certificates and applications as public records. 170.0110B ZONING CERTIFICATES t zoning certificate or Urban Development Permit, if 'subject property is in a "U" district, shall be obtained before any person may: a. Occupy or use any vacant land; or b. Occupy or use any structure hereafter constructed, reconstructed, moved, altered or enlarged; or c. Change the use of a structure.or land to a different use; or d. Change a non-conforming use. Applications for a zoning certificate shall be accompanied by a plot plan showing clearly and completely the location, dimensions and nature of any structure involved and suoh other information as the zoning may require for administration of this ordinance, together with a filing fee in accordance with a schedule annually affixed by resolution of the city council. Applications for an Urban Development Permit shall be in accord with Section]70~15 herein.
