I I I I April ATTACHMENT V! 23, 1982 Mr. Charles Weaver, Chairman Metropolitan Council 300 Metro Square Building St. Paul, MN 55101 Re: City of Ramsey Comprehensive Plan Metropolitan Council Referral File No. 9040-2 Dear Mr.' Weaver: The Metropolitan Waste Control Co~nission has reviewed plan revisions submitted April 15, 1982 for the Ramsey Comprehensive Plan. The City has reduced its wastewater flow projections in response to Council comments. The Commission offers the following comments and reco~T~endations: 1) The revisions indicate that the City has submitted a resolution requesting the Metropolitan Council to amend the Water Resources Management Plan to-.include construction of the second Ramsey connection by 1984. As the project is not programmed in the 1982-1987 Development Program,.the Commission should be advised as to the development framework for thi~ area and kePt informed of the status of this request. 2) The plan should indicate the minimum design'standards regarding infiltration/inflow into the sanitary sewer system for new construction. 3) A copy of the City's on-site sewage disposal system ordinance should De submitted as part of the plan. In addition, the plan should clarify if licensing of septic tank pumpers is required. The City should esta§lfsh a program to license septic pumpers and require pumpers to report the amount of septage and location of septage disposal sites on an annual basis. Licenses should 6e issued to those.who meet training and knowledge requirements as evidenced 5y the satisfactory completion of a-certifications program. 4) The C1ty should report to the Con:mission the following information annually: a) Number of Building permits where on-site systems are installed b) Number and location of reported on-site system problems.
