I <br />I <br /> <br />PROCEEDINGS OF THE CITY COUNCIL <br /> PERSONNEL COMMITTEE <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A Personnel Committee meeting was held on Monday, July 19, 1982 in the <br />conference room of the Ramsey Municipal Center, 15153 Nowthen Blvd. NW,~ <br />Ramsey, Minnesota. <br /> <br /> I <br /> I <br /> I <br /> I <br />I <br /> <br />Members Present: Councilman Gary Reimann <br /> Councilman A1 Sorteberg <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Assessor Lester Wirz <br /> <br />A notice of this meeting was posted at the City Hall and the official <br />newspaper was notified. <br /> <br />The purpose of this meeting was to discuss City policy in regards to <br />payment of actual cash for overtime performed by a department head where <br />it was an insurance settlement. <br /> <br />Councilman Reimann had stated at the regular City Council meeting of <br />June 22, 1982 that the City's Personnel Committee should review the <br />City's current policy to see if they are satisfied with it in regards <br />to the case of overtime payment of Police Chief Michael Auspos. <br /> <br />The meeting commenced at 7:30 a.m. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Case #1 Overtime Payment of Cash to Ail City Department Heads: <br /> <br />The City Administrator pointed out to the Committee that he was not in <br />favor of overtime payment to department heads such as occurred in the <br />case of the insurance settlement in regards to the Police Department. <br />However, the City's personnel policy was not compromised in this case <br />and he stated that he had the City Attorney render a legal opinion on <br />it which all Councilmembers received a copy of at their June 22, 1982 <br />meeting. This collaborated that there was not a compromise of the <br />City's policy. He stated that the City' personnel policy in this case <br />did not directly deal with this type of a situation. Consequently, it <br />was recommended that the City's personnel policy in the ordinance be <br />amended to reflect that under no circumstances would City department <br />heads be remitted for any services performed where insurance claims are <br />involved. The City would grant compensatory time off in lieu of cash <br />payment in such cases. <br /> <br />Councilman Reimann stated he felt that Chief Auspos should have consulted <br />with the Council Personnel Committee on this issue prior to performing <br />the work. He stated that he also felt that only compensatory time should <br />have been granted in this case involving the Chief of Police. <br /> <br />The City Administrator pointed out that it was never anticipated that the <br />insurance company would pay for the cost, however, in this case the City <br />was obligated to reimburse the Chief for his time or return the money to <br />the insurance company. <br /> <br />P~rsonnel Committee <br />July 19, 1982 <br /> Page 1 of 2 <br /> <br /> <br />
