City of Ramsey

June 23, 1982

I
i
i
I
I
I
I
I

Jimmy B ' s Club American
6937 Highway #10 NW
Ramsey, MN 55303

Attent: Diane

Dear Diane;

After doing some checking around the area, including Coon P~pids Fire
Department and the Blaine Fire Department, I have determined some of
the requirements that other' areas have set forth and will list them
below:

First, and what seems to be foremost, the persons or organizations
putting on the display must be bonded before any permit is considered.
I checked with one local agency and was told that their underwriter
would require, before any bond was issued, the following; immediate
clean-up after the display, a safe area for discharge, experienced
persons doing the firing, knowledge of number of spectators, a roped
off area and other things, - Second, fire fighters on the scene with
portable water tanks. At least three or four persons, - Third, mn
area of at least 75 to 100 yards of cleared area between any persons
and discharging area, - Fourth, knowledgeable and experienced persons
handling and discharging all fireworks.

I
i

Also, I was told that most wholesalers will require a permit from a
city of other government agency before the fireworks are sold.

As to the permit fee, if you are still going to apply, I will have to
let the city administrator or his staff determine that cost, but I
imagine it would be around $25.00 or less.

I
!
I
I

I would hope by next year that we will have in our ordinances a permit
structure well defined and workable, since fireworks displays are a
pa~t of our society on the 4th of July and I think the city should allow
properly planned demonstrations. If I can be of further assistance,
please call or write.
S~e rely,/ ^

Chief, Ramsey Police

cc: Lloyd Schnelle, ABm.
