I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Paqe ~ <br />,July 2, 1982 <br /> <br />Rosemount ISite D1 <br /> <br />This proposed sanitary landfill site is located adjacent to Hwy. 55 near the <br />Pine Bend industrial complex. Access to the site is good. Underlying soils <br />are highly permeable, and the site will require a liner. However, groundwater <br />in this area is already knovm to be contaminated and to flow toward the <br />Mississippi River. Major regional aquifers would not likely be jeopardized <br />even if engineering controls failed. <br /> <br />The staff recommends approval of Site D for the disposal of mixed municipal <br />solid waste. <br /> <br />Hampton Township (Site E) <br /> <br />This prooosed sanitary landfill site is immediately north of the existing <br />Dakhue landfill. The site is currently open agricultural land. There are a <br />number of residences near the site for which it may be difficult to ensure <br />complete screening. Access to the site is fair. Soil borings have shovm <br />considerable clay under the site. <br /> <br />The staff recommends approval of Site E for the disposal of mixed municipal <br />solid waste. <br /> <br />HENNEPIN COUNTY <br /> <br />Dayton (Site <br /> <br />This site is located on County Rd.12 in northern Dayton. Surrounding land use <br />is primarily agricultural and rural residential. The site is generally <br />compatible with surrounding land use and development patterns. Environmental <br />impacts appear to be minimal with the installation of environ-mental controls. <br />Some additional screening of the facility may have to be'provided. The site <br />does not seriously conflict with Council policies protecting agriculture and <br />natural resources. Site access is poor and further studies of road-handling <br />capabilities and alternative access routes are necessary. <br /> <br />The staff recommends approval of the Dayton site for the disposal of mixed <br />municipal waste. <br /> <br /> <br />
