It is <br />located in an industrial-commercial and rural residential-agricultural area. <br />The site is compatible with existing land use and development patterns. Future <br />residential development near the site might be limited. Site soils are highly <br />to moderately permeable. The site overlies a buried bedrock valley. Surficial <br />aquifers could be affected. The site does not provide a secondary level of <br />protection in the event a liner system failed. Downgradient wells could be <br />impacted. Screening will have to be provided. The site is consistent with <br />Council policies protecting agriculture and natural resources. Site access is <br />good. <br /> <br />The staff recommends that the Hassan Township site not be approved for the <br />disposal of mixed municipal waste, and that Hennepin County be required to <br />submit another site within 60 days to the Council for review. <br /> <br />Greenfield (Site D) <br /> <br /> This site is located at the intersection of County Rd. and Greenfield Rd. Much <br /> of the site is in an agricultural preserve. The site conflicts with Council <br /> policies protecting agriculture. Environmental impacts appear to be minimal, <br /> assuming proper environmental controls can be installed. Screening will have <br />'to be provided. The site would have minimal impact on existing and future <br /> development patterns. Residential development in this area is sparse. Site <br /> access is poor and the site may be able to serve waste-generating sources on a <br /> limited basis. <br /> <br />The staff recommends approval of the Greenfield site for the disposal of mixed <br />municipal waste. <br /> <br />Greenfield (Site C--Demolition Debris) <br /> <br />This site is located at the intersection of County Rd. and Greenfield Rd. It <br />is just north of the proposed solid waste site in Greenfield. One-half of the <br />site is covenanted as an agricultural preserve. Screening will have to be <br />provided. There should be minimal impact on existing and future development in <br />the area. Residential development is sparse. There should be no adverse <br />environmental impacts at this location. The site conflicts with Council <br />policies protecting agriculture. Site access is poor. It may be able to serve <br />waste-generating sources on a limited basis. More satisfactory sites appear <br />available. <br /> <br />The staff recommends that the Greenfield site not be approved for the disposal <br />of demolition debris, and that Hennepin County be required to submit another <br />site within 60 days to the Council for review. <br /> <br /> <br />
