Paqe 11 <br />July 2, 1982 <br /> <br />WASHINGTON COUNTY <br /> <br />Stillwater Townshio {Site F) <br /> <br />This site is located just off County Rd. 61 adjacent to Washington County's <br />highway department offices. The site is compatible with surrounding land use <br />and would have minimal impact on existing or future development patterns. <br />Residential development in the area is sparse. Access to the site is fair to <br />good, and there appears to be no difficulty providing services such as fire <br />protection, electricity, police and emerqency. There are no wetlands or <br />surface water bodies that appear to be impacted by the site, and surface water <br />drainaqe appears controllable. The main concern is the site's impact on <br />qroundwater. Man.v hiqhly permeable sand and gravel layers are intermixed with <br />less permeable clay materials, appearinq to provide a hydraulic connection with <br />drift and bedrock aquifers. The lateral and vertical extent of the sand and <br />gravel layers cannot be determined and monitoring groundwater quality would be <br />difficult. There are several water supply wells immediately down§radient, <br />finished in the drift and bedrock. If contaminants seeped through a liner, it <br />would be possible for them to rapidly reach the drift and bedrock layers <br />undetected. <br /> <br />The staff recommends that Site F not be approved for. disposal of mixed <br />municipal solid waste, and that Washington County be required to submit another <br />candidate site within 60 days to the Council for review. <br /> <br />Lake Elmo Site (Site G) <br /> <br />This site is located adjacent to the intersection of 15th St. and County Rd. <br />13. The site is located in an area that has excellent access and is close to <br />urban waste-generating sources. The impacts on surrounding land use and exist- <br />ing and future development patterns are minimal. The area is sparsely settled <br />and is not expected to develop extensively in the future, Police, fire, emer- <br />qency and other services appropriate to land disposal facilities can be easily <br />provided to the site. With the installation of a clay liner and a leachate <br />collection system, groundwater should be adequately protected. Surface drain- <br />aoe could present a problem unless precautions are taken. The main concern <br />with the site is the fact that it lies within a regional park reserve. A <br />landfill site within the boundary of a regional park reserve is inconsistent <br />with Council regional open space policy. <br /> <br />The staff recommends approval of Site G for the disposal of mixed municipal <br />solid waste. <br /> <br /> <br />
