Councilman R~imann stated that he still didn't feel that the paying of this overtime to the Chief of Police was in keeping with the City's thoughts on payment to department heads of overtime. City Administrator Schnelle stated that at the time this came about, the major thoughts on the issue were that if the Chief of Police covered this time it would have been a savings to the City as normally a collecting for watch hours that are performed such as in this case are not paid by the insurance company and would have had to be paid from the City general fund. However, inasmuch as the insurance did then the Chief of Police felt he company pay, as though should be reimbursed for his time. ~e Personnel Committee's recommendation on this case was split, Councilman Reimann feeling that the ~ief of Police should not be reimbursed and Councilman Sorteberg feeling that he should. City Administrator Schnelle, alluding to his comments in his memo to the Personnel Cormmittee, stated that he was opposed to overtime pay to department heads. How- ever, this is one of those unique cases which really does not compromise the City's position you City Attorney's memo May 23, when review the dated 1982. The City A¢lministrator stated that the City should have a policy governing situa- tions such as this because a similar instance could easily occur again and there wouldn't be the opportunity to engage the Council Personnel Committee on situations such as this. Case #2 Authorization to Join"the Municipal Finance Officer's Association and to Apply for a Certificate of Conformance in regards to the City's Ann~al Financial Re~ort: Administrator Schnelle told the Personnel Committee that he felt it City was very much to the City's benefit to belong to the Municipal Finance Officer's Association and to apply for a certificate of conformance in regards to the City's fiscal management ability. He stated that ~hen the bond rating companies review the Cities, the certificate of conformance would be extremely valuable in seeing that the City does a good job in managing its finances. The Council Personnel Committee agreed. They felt that the City should become a member of the Municipal Finance Officer's Association and also apply for a certificate of conformance. Case ~3 City Personnel and Work Load: City Administrator Schnelle covered the City personnel and work load. He stated that the City's personnel work load was very heavy and in the Building Official's case, he is kept very busy working with Planning and Zoning and other very impor- tant tasks along with the building department. He further stated that the City is accomplishing their work in a very professional manner and there are still a number of projects needed to be done when the work load permits. He will keep the Personnel Committee abreast of things. He stated we are doing an excellent job in cross training. meeting was adjour~ned.
