It should be noted, however, that the 4-unit- per-acre density proposed for single-family housing in the same area is slightly lower than the advisory standard of 5 to 7 units per acre for urban single-family development. 4. Solid Waste (Paul Smith) I I I I The plan does not include any discussions of solid waste collection. Though not required by the Land Planning Act, this is a provision of the Metropolitan Solid Waste Act of 1976. It is reconTnended that the city indicate in its plan that it has adopted an ordinance governing the collection of solid waste within its boundaries. If Anoka County has adopted an ordinance governing collection, the city may either adopt the county ordinance by reference or adopt a stricter ordinance. The purpose of the ordinance is to assure that refuse collection services and needs are met and available to the general public, and that regulatory controls are available when necessary to control nuisance and public health problems attributable to refuse collection. I I I I Vm FINDINGS 0E FACT AND CONCLUSIONS A. .~G.e_n_erat-Findin_ _ ~ The Ramsey Comprehensive Plan has been submitted to the Metropolitan Council for review under Section 473.175 and Sections 473.851 to 473.872 of the Minnesota statutes. The City of Ramsey is located in Anoka County in Council District No. 12. It is bordered by Sherburne County on the west, Hennepin County on the south and Burns Township, Oak Grove Township, Andover and Anoka in Anok~ County on the north and east. e Ramsey has certified that its comprehensive plan has been circulated to adjacent governmental units at least six months prior to submittal to the Council. mm Ramsey's plan addresses the protection and development of access to direct sunlight for solar energy system as required in Section 473.859 of the Metropolitan Land Planning Act as amended. B. ~onf?mity-with,Metropolita, S~stem-Plans 1. Sewers Ramsey's plan substantially meets the requirements of both a sewer policy plan and a comprehensive sewer plan. The plan, however, should address the additional comments raised by the MWCC in its letter. The Council has projected a 1990 sewer flow forecast of .57 mgd. Ramsey's forecast (.57 m§d) is consistent with this projection.
