Chairperson Chris Riley reviewed the staff report and noted the Public Works Committee <br /> nominates a Chair and Vice-Chair annually. <br /> Councilmember Shryock nominated Chairperson Riley for Chair, and Councilmember Johns for <br /> Vice-Chair. <br /> Motion by Councilmember Shryock, seconded by Councilmember Johns, to appoint Chris Riley <br /> as Chair, and Jill Johns as Vice-Chair of the Public Works Committee effective April 1, 2016 - <br /> March 31, 2017. <br /> Motion carried. Voting Yes: Chairperson Riley, Councilmembers Johns and Shryock. Voting <br /> No: None. <br /> 5.02: Review Feasibility Report for Improvement Project #16-36, Business Park 95 <br /> Regional Stormwater Pond Outlet Improvements <br /> City Engineer Westby reviewed the staff report and explained the purpose of this case is to <br /> review and provide a recommendation for City Council approval of the draft Feasibility Report <br /> for the proposed Business Park 95 regional stormwater pond outlet improvements. <br /> Councilmember Shryock clarified the Stormwater Utility Funds is the same fund used for street <br /> improvements. <br /> City Engineer Westby explained there is a Stormwater Utility Fund and a Stormwater <br /> Management Fund. He suggested this question be posed to Finance Director Lund, as she is <br /> more familiar with the budgeting system. He said he understood the Stormwater Management <br /> fund is used for maintenance, while the Stormwater Utility Fund is used for street sweeping, etc. <br /> Councilmember Shryock noted money is used from another Fund at times for street <br /> improvements. She asked which it was. <br /> City Engineer Westby explained typically improvements with storm sewer and streets are part of <br /> the bonding. Watermain or sanitary sewer improvements are from Enterprise Funds. <br /> Stormwater Utility Funds are not typically used for street construction. This fund is generally <br /> only used for projects directly related to stormwater. <br /> Councilmember Johns questioned if this project is mentioned in the new CIP. <br /> City Engineer Westby responded is was added under Stormwater Improvements for the 2016 <br /> CIP, which has not been formally adopted yet. He pointed out this project will take away about a <br /> third of that available fund, however, the City had already committed to completing this project. <br /> Chairperson Riley asked if the surrounding properties will be able to expand after the proposed <br /> improvements are complete. <br /> City Engineer Westby replied they will be able to expand without delay. <br /> Public Works Committee/February 16, 2016 <br /> Page 2 of 5 <br />
