l) <br /> <br />2) <br /> <br />Council will need to adopt resolution declaring that Project <br />#80-16 was improperly assessed and then call for a new public <br />hearing to reassess the total project. <br /> <br />City will have to accomplish the following administrative pro- <br />cedures: <br /> <br />aa) Mail out public hearing notices to reassess Project <br /> #80-16 involving approximately 65 parcels. <br /> <br />bb) Recompute assessment rolls to reflect new dollar <br /> amount. <br /> <br />cc) Redo all special assessment identification cards. <br /> <br />dd) <br /> <br />Resubmit letter to each property owner which will <br />afford him the opportunity to pay his assessments in <br />full. <br /> <br />Submit reassessed Project ~80-16 to Anoka County so <br />that they can make appropriate corrections to their <br />records which are maintained on computer. <br /> <br />ff) <br /> <br />Any citizen who has paid his assessment in full then <br />would be refunded the difference which would have <br />been created by reassessing this project. <br />Problem - We have seven parcels where they have paid <br />off the assessments in full. In some cases we may <br />not know who is entitled to the refund until it is <br />researched out. <br /> <br />Consequently, as we informed you in the Council agenda of April <br />5, 1982, this is going to be an expensive administrative task. <br />Here is how it shapes up: <br /> <br />Assessment was (67 units) <br /> <br />$1,510.74 per unit <br /> <br />Would change to (72 units) <br /> <br /> Represents a reduction of <br /> <br />1,405.83 per unit <br />$ 104.91 per unit <br /> <br />Council Action: If Council proceeds with a reassessment hearing <br />you will need to adopt a resolution to call for public hearing <br />to reassess the total project by reason that the project was in- <br />correctly assessed out. The following proposed motion is hereby <br />submitted for your consideration. Please refer to enclosure <br />(D2-b) for proposed resolution: <br /> <br />Motion by and seconded by to <br />adopt Resolution #82- Resolution Calling for a Hearing <br />on Proposed Reassessment of Public Improvement Project <br />#80-16.
