Except as otherwise herein provided, ail "on sale" estab- lishments, bottle clubs and public drinking places shall be closed to the public not later than one-half (1/2.) hour after the required time for stopping sales, until the time herein provided as permissible for sales, consumption or display. No persons other than employees shall be permitted within such establishments during t-he closed period~. All. such "on sale" licensees licensed at times may keep premises open when the sale of intoxicating and non-intoxicating liquor is prohibited for sale of food or recreational activity, provided such licensees shall lock, or in other manner secure, ail facilities or equipment for the serving of such liquor starting not later than 1:00 a.m. until the time herein provlded as permissible for sales, consumption or display. Ali public entrances to premises open after 1:00 a.m. shall remain open and unlocked during ali times when said premises have customers. therein. No licensee who elects to remain open after 1:OO a.m. shall permit any person to consume or display any liquor in any container, including glasses, in the premises after 1:30 a.m. and until the time herein provided as permissible for sales, c'onsumption or display.
