First, it gives an explanation of the two <br />enclosed checks. Second, it explains that the dollar amount of your 1982 <br />local government aid payments is going to be reduced. <br /> <br />In this envelope you will find two checks for payment of state aid. <br /> <br />One check is dated November ll, 1981. The other check is dated <br />February 19, 1982. <br /> <br />As you recall, last year you did not receive your state aid payments <br />for either November 15 or December 15. The state aid checks you expected <br />to receive on November 15 and December 15 were not sent to you because <br />the state did not have the funds to make the payments. <br /> <br />On December 31, 1981, the third special session of the legislature <br />passed a law guaranteeing that the amounts of state aid not sent to <br />you on November 15 and December 15 would be sent to you by the state <br />on February 26, 1982. <br /> <br />This law also required the Department of Revenue to send you a certificate <br />showing the amount of state aid that would be sent to you on February 26. <br />The Department mailed you the certificate on January 8, 1982. The <br />amounts of the two checks in this envelope total the amount shown on <br />the certificate you received. <br /> <br />The reason you are receiving two checks instead of a single check is that <br />the check dated November ll was already prepared--before it was known the <br />state did not have enough money to make the November 15 payment. <br /> <br />The enclosed check dated November ll is made up by the following aids <br />and credits which you were scheduled to receive on November 15: <br /> <br />the homestead credit; the wetlands credit; the native <br />prairie credit; the reduced assessment credit; and <br />attached machinery aid. <br /> <br />The check does not include the amount of local government aid you were <br />scheduled to receive on November 15. Instead, this amount is included <br />in the check dated February 19, 1982. <br /> <br />The check dated February 19, 1982, is made up by the amount of local <br />government aid you were scheduled to receive on November 15, 1981, and <br /> <br />(OVER) <br /> <br /> <br />
