First, it gives an explanation of the two enclosed checks. Second, it explains that the dollar amount of your 1982 local government aid payments is going to be reduced. In this envelope you will find two checks for payment of state aid. One check is dated November ll, 1981. The other check is dated February 19, 1982. As you recall, last year you did not receive your state aid payments for either November 15 or December 15. The state aid checks you expected to receive on November 15 and December 15 were not sent to you because the state did not have the funds to make the payments. On December 31, 1981, the third special session of the legislature passed a law guaranteeing that the amounts of state aid not sent to you on November 15 and December 15 would be sent to you by the state on February 26, 1982. This law also required the Department of Revenue to send you a certificate showing the amount of state aid that would be sent to you on February 26. The Department mailed you the certificate on January 8, 1982. The amounts of the two checks in this envelope total the amount shown on the certificate you received. The reason you are receiving two checks instead of a single check is that the check dated November ll was already prepared--before it was known the state did not have enough money to make the November 15 payment. The enclosed check dated November ll is made up by the following aids and credits which you were scheduled to receive on November 15: the homestead credit; the wetlands credit; the native prairie credit; the reduced assessment credit; and attached machinery aid. The check does not include the amount of local government aid you were scheduled to receive on November 15. Instead, this amount is included in the check dated February 19, 1982. The check dated February 19, 1982, is made up by the amount of local government aid you were scheduled to receive on November 15, 1981, and (OVER)
