Accordingly, the City Staff met with Mrs. Westphal
and Mrs. Smith on April 2, 1982.

The following is a summary of the above stated meeting and
it contains Staff recommendation to Council:

"On April 2, 1982, City Staff met with Mrs. Florence Westphal
and Mrs. Dorothy Smith concerning certain subdivisions which
they have requested from the County for property located on
1534d Lane N.W. and 154th Lane N.W. between Zirconium Street
N.W. and Hematite Street N.W. At that time Mrs. Westphal re-
quested that abatements be received on two lots south of 153rd
Lane N.W. which she has reserved for access to property she
owns south of this area and adjacent to the Landfill. She
stated that these two lots have not been sold in order to
maintain access to this 80 acre tract.

Staff discussed with Mrs. Westphal the proposed subdivisions
and the fact that the property prior to the subdivisions was
assessed only five units for blacktopping, whereas, if
the subdivisions are allowed, there would be ten units.

If the new five units are assessed, this would be $7,500
additional assessments and abating the two access lots above
described would cost $3,000, therefore, net additional assess-
ments of $4,500. This amount could then be placed in the
City's bond fund for the project.
