I
'1
I
I

I

I
I
I
!
I
i

I
I
I
i
I

REPORT ON FEASIBILITY STUDY
FOR BARTHEUS RUM RIVER ACRES
BITUMINOUS STREET PAVING

SCOPE:

The purpose of this study is to determine the feasibility of providing bituminous
streets to serve the above referenced area. This report further provides a cursory
review of the existing drainage system within the project area.

The project area lies within the NWl/fl of Section 13, and the NE1/4 of Section 14,
Range 25 West, Township 32 North, City of Ramsey, Anoka County, Minnesota.

The project area is generally bounded by White Pines Estates on the north, the Rum
River on the east; Barthet's Rum River Acres 2nd Addition on the south, and State
Highway No. 47 on the west.

The project area is shown on Exhibit A.

EXISTING CONDITIONS:
The present street network consists of a rural street section with a gravel or sand
surface approximately 28 Lo 32 feet in width. An inspection of the area revealed
that the existing drainage facilities are generally adequate. However several cul-

verts may require cleaning and adjustments. The drainage generally flows to the Rum
River with a small area draining into a pond located on the back of Lot 3, Block 1.

PROPOSED IMPROVEMENTS:

Since the present street and, drainage system can provide an operational street and
drainage system with minor modifications, it is our recommendation that the present
rural street section be maintained. This would limit the disruption to the abutting
property and minimize the costs of the improvement.

STREET IMPROVEMENT:

The existing streets are proposed to be graded and shaped to accommodate a 2/4 feet
wide pavement with a variable shoulder a minimum of 1 fool wide.

The street section proposed as shown on Exhibit B consists of a 3 inch gravel base
with a minimum 1-1/2" bituminous surface. This section is equivalent to a 5-ton

2
