I I I I I I I I I I I I i I i I I Counci ]member adoption: introduced t]x~· f¢>]l~n.,']nc resolution and moved for its RESOLUTION ~82- RESOLUTION ESTABLISHING POLICY CONCE~qING COUNCIL SUBCOMMITTEES AND THE OPEN MEETING LAW ~{EREAS, the Ramsey City Council has established certain subcommitees consisting of two Councilmembers; and ~]EP~AS, it is necessary for these subcommittees to meet from time to time in order to be effective; and ~EREAS, the City Council in compliance with the State's Open Meeting Imw, has established a policy to the effect that each time two or more Council- members meet to discuss City business that said meeting be deemed a public meeting open to the public; and WItE[~AS', there are certain exceptions to this Open Meeting Rule which are very strict, which exceptions should be excercised only upon advice of the City Attorney; and WHEREAS, it is necessary that the scope of activity and parameter of each subcommittee be specifically defined so that the integrity of the Open Meeting Law is maintained. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That each individual Councilmember acknowledges and reaffirms the Open Meeting Law. 2) That subcommittees consisting of two or more Councilmembers shall meet only in the form of a public meeting with proper notice, unless the City Attorney advises that the proposed meeting may be private, as it is an exception to the Open Meeting Law. 3) That the specific parameters and topics of each subcommittee shall be established by the Council as a whole in resolution form in order to insure that a subcommittee undertakes only that topic which has been assigned to it. Each Councilmember shall sign the original resolution indicating that he has seen and reviewed the contents of the resolution. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same:
