I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />300 Metro S<tuare Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101 Area 612, 291-6359 <br /> <br />March 12, 1982 <br /> <br />LOCAL GOVERNMENTAL OFFICIALS AND CONCERNED CITIZENS <br /> <br />To help meet the Metropolitan Area's need for mo~e landfills, the 1980 state <br />Waste M~nagement Act requires each county in the Twin Cities Area to adopt an <br />°'inventory" of five proposed landfill sites. Four are to be for mixed munici- <br />pal waste and one for demolition debris. The act tells the counties to submit <br />their inventories to the Metropolitan Council for review and aporoval. <br /> <br />"Mixed municipal waste" consists of garbage, refuse and other solid wastes, but <br />does not include sewage sludge or hazardous wastes. "Demolition debris" con- <br />sists of brick, concrete, wood and metal waste associated with construction <br />activities. <br /> <br />Enclosed are the preliminary evaluations of the Metropolitan Council staff on <br />four proposed landfill sites submitted by Anoka County. They will be the <br />subject of a special public meeting on Tuesday, April 13, at 7 p.m. The <br />meeting will be held at Roosevelt Junior High School, 650 NE. Main St., Blaine. <br /> <br />&noka County has identified four candidate sites for mixed municipal waste <br />Coon Rapids/Andover, Ramsey, Oak Grove Township and East Bethel (Site E). The <br />county also has identified a candidate site for demolition debris in East <br />Bethel (Site R). The attached map shows the location of the sites. The firs~ <br />four sites have been certified as "intrinsically suitable" by the Minnesota <br />Pollution Control Agency (M~CA). The MPCA has not yet certified the <br />demolition debris site as suitable. <br /> <br />The sites have been reviewed by Metropolitan Council staff for c~nsistency with <br />2he Cnuncil's solid waste policy plan, and with guidelines set forth in state <br />statutes. The sites were analyzed with respect to the following factors: <br /> <br />Land use and local land use controls; <br />Existing and future development patterns; <br />Environmental impacts~ <br />The protection of agriculture and natural resources~ <br />Transp6rtation eno other services and facilities appropricte to <br />land disposal; <br />Patterns of solid waste generation; <br />The facility's proposed f~nal use; and <br />The quality of other potential sites. <br /> <br />An Agency Created to Coordinate the Planning and Development of the Twin Cities Metropolitan Area Comprising: <br />Anoka County © Carver County o DakotaCounty o Hennepin County o Ramsey County © ScottCounty o Washington County <br /> <br /> An Equal Opportunity Employer <br /> <br /> <br />
