I i I I i i I I I I I I I I I I I I METROPOLITAN COUNCIL Suite 300 Metro Square Building, St. P.aul, Minnesota 55101 MEMORANDUM March 12, 1982 TO: Metropolitan Council FROM: Environmental Planning (Lynne Takemoto) SUBJECT: Preliminary Evaluation of Anoka County's Candidate Landfill Site Inventory, Site Q, Coon Rapids and Andover Metropolitan Council District 13 Metropolitan Council Referral File No. 10246-1 INTRODUCTION Anoka County has submitted to the Metropolitan Council for review a proposed candidate landfill site in Coon Rapids and Andover. The site is one of four proposed by the county as candidate sanitary landfill sites as required by the Waste Management Act (WMA). The site has been certified by the Minnesota Pol- lution Control Agency (MPCA) as intrinsically suitable for use as a solid waste landfill. A f~fth site for demolition debris has not yet been certified by the MPCA. AUTHORITY FOR REVIEW The WMA (Minnesota Statutes, Section 473.803, Subd. la) requires each of the metropolitan counties to adopt, for submittal to the Metropolitan Council, an inventory of four proposed sites in the county suitable for disposal of mixed municipal solid waste and one proposed site suitable for demolition debris. No site may be adopted by the county as part of its inventory unless the MPCA has certified the site as intrinsically suitable for its intended use. The Council is required to review each site for consistency with its Solid Waste Management Policy Plan and to evaluate candidate sites in accordance with guidelines set forth in the WMA. Sites approved by the Council remain in the county's inventory. PROJECT DESCRIPTION The Coon Rapids/Andover site lies at the northeastern corner of Coon Rapids with a buffer area extending north into the city of Andover. The site is located east of Hanson Blvd. and south of Bunker Lake Blvd. The site abuts and includes portions of Bunker Hills Park. The county's highway maintenance building is on the site, which also includes a shooting range owned by the Minneapolis Rifle Association. Most of the site is a mature pine pl,antation and so is well screened from neighboring properties.
