Figure 1 shows the site location and proposed fill and <br />buffer areas. Access to the site would be either from Bunker Lake Blvd. on the <br />north or through a buffer strip extending south to State Hwy. 242. <br /> <br />Final use for the site is for an active recreation area, in keeping with the <br />master plan for Bunker Hills Park. <br /> <br />PROJECT REVIEW <br /> <br />Criteria and guidelines are provided in the WMA against which the Council must <br />review the county landfill inventories. Each site must be evaluated for con- <br />sistency with the criteria and policies in the Council's Solid Waste Policy <br />Plan and with respect to the statutory criteria. These include: <br /> <br />o Land use and land use controls; <br /> <br />o Existing and future development patterns; <br /> <br />o Environmental impacts; <br /> <br />o Protection of agriculture ~nd natural resources; <br /> <br />Transportation and other services and facilities appropriate to land <br />disposal~ <br /> <br />o Patterns of solid waste generation; <br /> <br />0 <br /> <br />0 <br /> <br />The facility's proposed final use; and <br />The quality of other potential sites. <br /> <br />Analysis of the proposed site with respect to these eight areas follows. <br /> <br />Land Use and Land Use Controls <br /> <br />Located on the proposed site are the Anoka County Highway Maintenance Shop, the <br />Bunker Prairie Lookout Tower, a diseased tree reclamation and burn site, and <br />two rifle ranges. Portions of the site are part of Bunker Hills Park but are <br />separated from the bulk of the park by the Burlington Northern Railway at the <br />eastern boundary of the site. A major transmission line traverses the southern <br />portion of the buffer. Approximately two-thirds of the site is a mature pine <br />plantation, the remainder of the site is open. <br /> <br />There are 35 dwelling units located within a half mile of the site. All are <br />west or south of the site. Two small subdivisions are located respectively <br />northwest and southwest of the site but further than a half mile from the <br />site. Land uses west and south of the site are buffered by on-site vegetation <br />and by the Yamaha Corporation testing center. <br /> <br />In Coon Rapids, zoning in the general vicinity is low-density residential <br />except for the test center. In Andover, the area north of the site is zoned <br />for general business and industry. This area has some industrial development <br />but is largely undeveloped. <br /> <br /> <br />
