Metropolitan Council <br /> <br />FROM: Environmental Planning (Lynne Takemoto) <br /> <br />SUBJECT: Preliminary Evaluation of Anoka County's Candidate Landfill <br /> Site Inventory, Site E, East Bethel <br /> Metropolitan Council District 13 <br /> Metropolitan Council Referral File No. 10246-2 <br /> <br />INTRODUCTION <br /> <br />Anoka County has submitted to the Metropolitan Council for review a proposed <br />candidate landfill site in East Bethel. The site is one of four proposed by <br />the county as candidate sanitary landfill sites as required by the Waste Man- <br />agement Act (WMA). The site has been certified by the Minnesota Pollution <br />Control Agency (MPCA) as intrinsically suitable for use as a solid waste land- <br />fill. A fifth site for demolition debris has not yet been certified by the <br />MPCA. <br /> <br />AUTHORITY FOR REVIEW <br /> <br />'The WMA (Minnesota Statutes, Section 473.803, Subd. la) requires each of the <br /> metropolitan counties to adopt, for submittal to the Metropolitan Council, an <br /> inventory of four proposed sites in the county suitable for disposal of mixed <br /> municipal solid waste and one proposed site suitable for demolition debris. No <br /> site may be adopted by the county as part of its inventory unless the MPCA has <br /> certified the site as intrinsically suitable for its intended use. The Council <br /> is required to review each site for consistency with its Solid Waste Management <br /> Policy Plan and to evaluate candidate sites in accordance with guidelines set <br /> forth in the WMA. Sites approved by the Council remain in the county's _~ <br /> inventory. <br /> <br />PROJECT DESCRIPTION <br /> <br />Site E is near the center of East Bethel. It is approximately one-half mile <br />east of Hwy. 65, south of County Rd. 74. (A second site in East Bethel, <br />Site R, has not yet received MPCA action as to its intrinsic suitability.) <br /> <br />At present the site is primarily used for agriculture. It adjoins the existing <br />East Bethel Landfill. There are six residences within 1,000 feet of the pro- <br />posed fill area; a number of these homes are owned by the current landfill oper- <br />ators. Booster .Park and the East Bethel City Hall abut the site on the north. <br />A Type III wetland and Neds Lake are adjacent to the site on the south. <br /> <br /> <br />
