I
I

I
I
I
I
I
I'
I
!
I
I
I
I
I
I
I
I

-2 -

The county has proposed Hwy. 65 as the primary access route. Approximately one-
half mile of county road would be required at nine-ton capacity. The proposed
80-acre fill area would be developed by a combination of trench and area fill
techniques. Estimated capacity is 1,600 acre-feet (2.5 million cubic yards).
No final use plan has been prepared for the site but it has been identified as
suitable for parkland or to be returned to its present use.

Figure 1 shows the site and general vicinity. The proposed fill area is shown
as well as a surrounding buffer area (both on 'and off the site).

PROJECT REVIEW

Criteria and guidelines are provided in the WMA against which the Council must
review the county landfill inventories. Each site must be evaluated for con-
sistency with the criteria and policies in the Council's Solid Waste Policy
Plan and with respect to the statutory criteria. These include:

o Land use and land use controls;

o Existing and future development patterns;

o Environmental impacts;

o Protection of agriculture and natural resources;

Transportation and other services and facilities appropriate to land
disposal;

o Patterns of solid waste generation;

o The facility's proposed final use; and

o The quality of other potential sites. ·

Analysis of the proposed site with respect to these eight areas follows.

Land Use and Land Use Controls

As shown on Figure 2, the site is within East Bethel's designated primary devel-
opment area planned for development between 1980 and 1990. The site itself and
lands immediately to the west are planned for medium density residential use
(one unit per 2.5 acres). This area is within the planned "downtown" or core
area of East Bethel. The City Hall, Booster Park and planned civic center are
located within the proposed site's northern buffer. One-half mile to the west,
along Hwy. 65, is a large area planned for industrial and commercial develop-
ment. Surrounding Neds Lake and extending to the southeast is county forest
land.

Existing nearby land uses include six residences, the existing East Bethel
Landfill, Booster Park and City Hall. The site would not seriously conflict
with the. existihg uses. Land use conflict, however, may increase over time as
surrounding areas develop.

The site does not impact designated regional recreation open space. The area
surrounding Neds Lake is believed to have archaelogical value.
