Approximately one- <br />half mile of county road would be required at nine-ton capacity. The proposed <br />80-acre fill area would be developed by a combination of trench and area fill <br />techniques. Estimated capacity is 1,600 acre-feet (2.5 million cubic yards). <br />No final use plan has been prepared for the site but it has been identified as <br />suitable for parkland or to be returned to its present use. <br /> <br />Figure 1 shows the site and general vicinity. The proposed fill area is shown <br />as well as a surrounding buffer area (both on 'and off the site). <br /> <br />PROJECT REVIEW <br /> <br />Criteria and guidelines are provided in the WMA against which the Council must <br />review the county landfill inventories. Each site must be evaluated for con- <br />sistency with the criteria and policies in the Council's Solid Waste Policy <br />Plan and with respect to the statutory criteria. These include: <br /> <br />o Land use and land use controls; <br /> <br />o Existing and future development patterns; <br /> <br />o Environmental impacts; <br /> <br />o Protection of agriculture and natural resources; <br /> <br />Transportation and other services and facilities appropriate to land <br />disposal; <br /> <br />o Patterns of solid waste generation; <br /> <br />o The facility's proposed final use; and <br /> <br />o The quality of other potential sites. · <br /> <br />Analysis of the proposed site with respect to these eight areas follows. <br /> <br />Land Use and Land Use Controls <br /> <br />As shown on Figure 2, the site is within East Bethel's designated primary devel- <br />opment area planned for development between 1980 and 1990. The site itself and <br />lands immediately to the west are planned for medium density residential use <br />(one unit per 2.5 acres). This area is within the planned "downtown" or core <br />area of East Bethel. The City Hall, Booster Park and planned civic center are <br />located within the proposed site's northern buffer. One-half mile to the west, <br />along Hwy. 65, is a large area planned for industrial and commercial develop- <br />ment. Surrounding Neds Lake and extending to the southeast is county forest <br />land. <br /> <br />Existing nearby land uses include six residences, the existing East Bethel <br />Landfill, Booster Park and City Hall. The site would not seriously conflict <br />with the. existihg uses. Land use conflict, however, may increase over time as <br />surrounding areas develop. <br /> <br />The site does not impact designated regional recreation open space. The area <br />surrounding Neds Lake is believed to have archaelogical value. <br /> <br /> <br />
