Further, tbat the cost of said
study will not exceed $2,500.

Motion carried. Voting Yes: Mayor Gam~c, Councilmembers Sorteberg, Cox,
Reimann and Van Wagner. Voting No: None.

Mayor gamec reported that the Met Council has made a proposal to the City
of R~nsey. Regarding sewer, Ramsey can do their own planning and developing
if we pay for it ourselves. When we have it up to capacity, they will
buy it back from us.

Councilmcanber Cox stated that Ramsey would have to put in an interceptor,
besides helping the City of Anoka pay for their interceptor, which is
really being utilized as a lateral. Councilmember Cox feels Rgnsey should
object.

Motion by Councilmember Cox and seconded by Councilmember Reimann to direct
City Staff to issue a letter to the Met Council regarding Ramsey's objection
to helping pay for an interceptor which is really only a lateral, as it
serves only one city and does not nmet interceptor criteria.

Motion Carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, COx,
R~imann and Van Wagner. Voting No: None.

Council then set up a spec!aq Council Meeting to be held Monday, March 1,
1982, at 5:30 P.M. to discuss action to be taken regarding submittal of
sewer plan.

Mr. Raatikka - R~garding bkqA Street Improvenmnt Project, we are proposing
assessing those with frontage on 167th in accor&~nce with assessment policy
adopted a couple of years ago. If City plans to assess, a public hearing
is req~i red.

Mayor Gammc - Doesn't feel it is fair to assess just the residents of 167th,
when there are so many n~re people in Ramsey who will benefit from this
improvement. Mayor Gamec does think that maybe the business owners on
167th should be assess for tnrn~ lanes, etc.

Council is in agreement to delete assessments for MSA Improverm~nt Project
on 16th to residents and possibly assessing benefited btlsinesses.

Mr. Raatikka inquired if property owned by Wes Bulen and Tom Anderson should
be assessed.

Mayor Gam~c suggested discussing this issue with the affected businesses.

C/February 22, 1982
Page 12
