I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

2)

3)

(6)

I will be at Mr. Rosow's office on Tuesday, March 23,
1982 when he takes the deposition from Mr. Richard
Gardner of the State Department of Revenue.

Summary - We are keeping an up-to-date file on this case. If any
Councilmembers would want to review any item, please come in and
I will make it available to you. In particular, you may want to
read the enclosures and exhibits which are a part of my memo dated
March 17, 1982, as these are so voluminous that I think it's better
you check them out if you want to review them. The cost and time
to reproduce copies for each Councilmember would be enormous.

c)

Unemployment Compensation Act - I have submitted an interesting
article on this for your information. A copy of this article is
contained in Enclosure (C-l) of this agenda.

d)

New State budget deficit - I think what we're witnessing at the State
Capitol should be a good lesson for all governmental units, however,
it is going to be an expensive lesson in finance for the citizens
of the State. It all came about when the 1979 Legislative Session
divested the State of its surplus cash. It is too political to get
involved in these critical issues because evidently the politicians
had no idea of what they were doing when they created that situation.

Illegal U-Turns that are Occurrinq on Hiqhway #10 by Mobile and Berq _Oi.'l - The
Ramsey City Council directed that I contact the Director of the Anoka AVTI
about the seriousness of the illegal u-turns that are being made on Highway #10
at the above location by people at the Anoka AVTI. Accordingly, I have spoken
to the Director of th~s school and also followed it up with a letter and,
accordingly, he has replied. We will be meeting with the school officials,
Anoka police department, Ramsey police department, and myself at 11:00 a.m.,
Monday, March 22, 1982. Copies of the above stated correspondence is contained
in Enclosure (C-l) of this agenda. I will give you a full report on this issue
at the Council meeting.

Meetings' - The following meetings will be coming up which Council should be
aware of:

a) Tri-City Council Meeting - This meeting is scheduled for Tuesday,
March ~30, 1982, ..6:00 p~m., at Dehn's Country Manor, 11281 Fernbrook
Lane, Dayton.
