To: <br />From: <br />Re: <br /> <br />Lloyd Schno~le <br />Chief Auspos <br />Orren Lemke-Park Proposal <br /> <br />Concerning the proposed construction of park facilities and restaurm~t/dance <br />area in the area of highway #47 and Industry Ave. I would only have, at this <br />time, general co~nments, reserving more specific, detailed studies or recom- <br />mend~t.ions for an~planning and zoning meetings wh.~ch may arise on this mat- <br />ter. At that time I would be soliciting written comments and material from <br />cities such as Coon Rapids with their Sand Creek park area or Anoka with John <br />Wark Park and Moundsview with Bel Rae Ballroom. I feel however that those <br />details should wait until such time as this project is formally considered. <br /> <br />Probably my prSme concern at this point would be traffic control as it af- <br />Fects highway #47 and the projected county road #116 bridge. If the bridge <br />does go in I would imagine there will be a cloverleaf or other system for <br />exit/entry to #47. Plans for traffic flow in and out of the proposed project <br />~rea should be developed for both inclusion in the bridge project or cogni- <br />zance of that plan and also for #47 without the bridge. <br /> <br />As to crowd control within the facility that is for the developers to work <br />out. Mr. Lemke has indicated he would likely be hiring Anoka County Rangers <br />for traffic direction and security on the grounds hingeing upon sheriff's <br />office approval. As to the restaurant/dance hall they would have bouncers <br />and, depending on the dance set up could be required by state law to have a <br />peace officer o~ legal substitute. <br /> <br />Mr. Lemke and I also discussed briefly the subject of alcoholic beverages <br />on the grounds and he indicated they would most likely restrict alcohol on <br />the grounds to that sold by the management and not allow any types of alco- <br />holic beverages to be brought in. I fully agree with this as it keeps the <br />containers limited to plastic or paper cups andprovides some regulation on <br />sale and dispensing. In fact this should be a requirement in any resolution <br />prepared by the city and the city might also consider allowing only 3.2 beer <br />on the park premises other than at the restaurant/dance hall. As to the <br />camping area, there should be developed rather stringent rules to assure <br />that the area does not become a place for "kegger" types of parties rather <br />than a camping area for park users. <br />I would expect there will be sanctions placed upon those participating ball <br />teams who cause problems at the area including suspension (league rules?) <br />and expulsion, permanent or otherwise, from the facility. This is of par- <br />ticular importance if the city is in any way in a position of liability for <br />incidents occurring at the park. <br /> <br />What this all boils down to is that the city will have to expect an increase <br />in need for police services if this project is constructed as proposed and <br />that need will be'~irectly proportional to the controls and cooperation ex- <br />tended by the management. These controls and intentions should be spelled <br />out clearly by ordinance or other means prior to any go-ahead. <br /> <br />Mike A. <br /> <br /> <br />
