That it would be subject to the management of a <br /> <br /> council of 23 whose membership would be constituted by <br /> appointment on an annual basis by each of the participating <br /> governmental units of their Chief of Police together with <br /> one other individual to be appointed by the Village or City <br /> Council; provided, however, that the cities of Circle Pines <br /> and Lexington and the Circle Pines-Lexington Joint Municipal <br /> Police Commission shall be represented by their Chief of <br /> <br />Police and the Chairman of the Joint Municipal Police Commission, <br />and that the County would be represented by the Sheriff and <br />one other individual to be appointed by the Board of County <br />Commissioners. In addition, the Board of County Commissioners <br />shall appoint two individuals: one to represent the unincorporated <br />areas with the County and one to represent the incorporated <br />areas in the County who do not have a police department with <br />at least six full-time police officers. That the 23rd <br />person would be appointed by the Council to serve as chairman <br />whose responsibility would be to act as chairman of the <br />different meetings of this Council, whose only vote would be <br />in the case of a tie. That these appointments would be made <br />by the various councils to be effective on the first day of <br />each year and continuing until a successor has been duly <br />appointed and qualified. <br /> <br /> And further, the first meeting of the Council <br /> <br />shall be called by the chief of the most populous city fo~ <br />the purpose of organizing the Council and after the Council <br />is organized, its members shall determine the method, time, <br />place and frequency of their subsequent meetings. The <br />Council shall adopt such rules and regulations for the <br />conduct of its business as may be expedient and necessary <br />and comformable to law. <br /> <br />-2- <br /> <br /> <br />
