JOINT LAW ENFORCEMENT COUNCIL AGREEMENT <br /> <br /> The undersigned governmental units, namely Anoka, <br /> <br /> Blaine, Columbia Heights, Coon Rapids, Fridley, Spring Lake <br /> Park, Ramsey, Lino Lakes, Circle Pines, Lexington, Circle <br /> Pines-Lexington Joint Municipal Police Commission, and the <br /> County of Anoka hereby recognize the need to prepare to deal <br /> adequately with current crime problems and problems of law <br /> enforcement which could itensify with continuing population <br /> growth and changes and which are of regional nature and are <br /> occurring or likely to occur within the region represented <br /> by Anoka County. <br /> <br /> WtlEREAS, they likewise recognize that they do all have <br />the power to and'do in fact maintain police departments and <br />police personnel; and <br /> <br /> WHEREAS, one of the stated purposes of this Council <br /> <br />shall be to preserve the authority and responsibility of <br />local law enforcement to the extent to which it is practical <br />and economical; and <br /> <br /> WHEREAS, the undersigned governmental units recognize <br />that pursuant to the provisions of the Joint Exercise of <br />Powers Act, Section 471.59 Minnesota Statutes Annotated, <br />that they do have the authority to enter into this agreement <br />where they are jointly and cooperatively exercising a power <br />common to all of the contracting parties, and pursuant to <br />this and in order to insure that a proper regional organization <br />be established representative of the various municipalities <br />involved with authority and responsibility to research and <br />study problems of law enforcement of a regional nature, <br />together with the authority and power to implememt such <br /> <br />regional services hereinafter se~ and that the <br /> forth, <br /> <br />parties hereto ~o establish the following organization with <br />the management authority vested therein as set forth as <br />follows: <br /> <br /> <br />
