PERFORMANCE REPORT <br />1981ANDKA COUNTY CDBG PROGRAM <br />January 26, 1982 <br /> <br />On October 29, 1980, the Anoka County Administrator received official con~nunication from <br /> <br />the U.S. department of Housing and Urban Development that Anoka County qualified as an <br /> <br />Urban County in Fiscal Year 1981. This qualification was based on the County's estimated <br />population in excess of 200,000 and was dependent on thc si§nature of all cities and <br />townships within the County on a Joint Cooperation Agreement. Anoka County's status as <br />an Entitlement County provided for a Federal CDBG grant of $2,127,000 for con~unity development <br />projects in Anoka County to benefit low/moderate income residents, to remove conditions of <br />slum and blight, or to answer specially authorized emergency needs. <br /> <br />In order to ensure good co,q~nunications and to expedite the process of formulating eligible <br />projects, the County Board established the Citizen Steering and Technical Advisory Committees <br />to represent the 21 com~nunities. The communities within Anoka County were divided into <br />five Target Areas, where they are grouped by similar characteristics and geographic proximity. <br /> <br />Members of the Citizen Steering Committee met within their Target Areas to plan and submit <br />project recommendations to the County Board. The Technical Advisory Committee meets regularly <br />to discuss administration and implementation of the program. <br /> <br />The five Steering Committees recommended a total of 24 projects. These activities combined <br />with county-wide projects of housing rehabilitation and economic development planning <br />totalled 26 for the 1981CDBG Program. <br /> <br />HUD approved Anoka County's I981 CDBG Application on June 30, 1981. The 1951 CDBG funds are <br />being expended in the following areas: housing rehabilitation, 26%; redevelopment, 25%; public <br />facilities and utilities, 24%; economic development, 18%; low income housing support, 2%; and <br />County program administration, 5%. <br /> <br />As of this date, the lgS1COBG grant expenditures including funds expended and coF~itted <br />total $917,130.20 or 43% of the total grant amount. The total expenditures should reach 65% <br />by the end of February, 1982.
