PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

A public hearing was held Tuesday, February 2, 1982, at the Ramsey Municipal
Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota, regarding Amendment to
City Code Sections 170.013D(5), 170.013D(6), 170.013D(7) and 170.0111,
Paragraphs 32 and 33.

Members Present:

Chairman Kenneth Peterson
Commissioner Ben Deemer
Commissioner Gerald Zimmerman
Commissioner Arthur Dunn
Commissioner Kathy Schneider

Members Absent: Commissioner Ronald West

Also Present:

City Engineer Raatikka
City Attorney Goodrich
City Administrator Schnelle
Building Official Berg
Reporter Eric Sandin

Chairman Kenneth Peterson called the public hearing to order at 7:41 P.M.

Clayton Berg explained to the audience that in conjunction with various
requests for rezoning of residential property to business property outside the
City's urban area, it is necessary to amend the City Ordinance to only
allow those businesses that use a minimal amount of water and will not
create a premature need for sewer in these areas.

City Attorney Goodrich read the proposed changes to City Ordinance out loud.

Jack Menkveld - 2207 7th Ave., Anoka - According to the proposed changes to
City Ordinance, any business which uses processed water,in the rural business
area, would need a variance to operate. The only type of business that would
be allowed in the rural business area would be plain office type. Therefore,
Bob Muller would require a variance to operate his market at #47 and 167th.
If businessmen have to jump through hoops to develop their property, they
will go somewhere else to develop and you have defeated your purpose of
rezoning to allow more business in the City of Ramsey.

Bob Muller - Bob's Super Valu - Regarding the corner I am developing, #47
and 167th, do I have to apply for a variance?

Clayton Berg - Informed Bob Mueller that he will be grandfathered in as a
nonconforming use.

City Attorney Goodrich read the proposed changes to the Industrial portion
of the Ordinance out loud. He also stated that manufacturing was changed
to light assembly and that supply yards was deleted.

Jack Menkveld - 2207 7th Ave., Anoka - Why are supply yards deleted?

P&Z/February 2, 1982
Public Hearing
Page 1
