Mayor-City Council-City Manager
November 24, 1981
Page 2

q

The proposed Code Change recognizes the similarities between duplex, quad, and
townhouse units by establishing the same floor area requirements for these kinds
of units. The proposed change also differentiates between the number of bed-
rooms that may be provided in duplex, quad, and townhouse units by requiring
larger floor areas in proportion to the.number of bedrooms. Under current Code
requirements no floor area credit is given for below grade finished areas that
can provide legitimate and useful living areas. Under the proposed Code Change
up to 25 percent of required floor area may be provided in finished below grade
areas. Under the building code, these below grade areas must have adequate
fire access provided either through doors or windows,

In general, the Planning CorrFnission concluded the proposed floor areas would
provide adequate living sp,ace while recognizing emerging trends in residential
development and established approaches for providing below grade finished living
areas.

RECOMMENDATIOH

The Planning Commission recommends that the City Council give first reading to
the attached Housing Floor Area Code Changes and recommend subsequent adoption
of the proposed changes.

Respectfully submitted,

Lee Start
Director of Planning

LS:llw
