I I Mr. Charles Weaver, Chairman ~ Metropolitan Council (!~ _~,/A[~ Metro Square Building - Suite 300 I St. Paul, MN 55101 I I am writing this letter to inform of complete of Resolution you support #81-196 passed by the City of Ramsey, Anoka County, Minnesota, regarding the repeal of t~he Fiscal Disparities Act now of record. I Being in the construction and real estate business, I have first hand contact with prospective businesses and investors who are looking fc_~ sites to build or Iproperties to buy. These companies and individuals are very cautious as to all of the entities and expenditures that they will incur' in the ownership of property. When they inquire about the taxes that are now of record or will be placed on their I investments, they ask for a breakdown as to where the money is going. When they see the inequities placed on the non-homestead ownership, especially the Fiscal Disparities portion of the taxes, they voice a completely negative opinion. Many of my clients have chosen to locate outside the seven county metropolitan area. Because of my location in the close proximity to Isanti, Sherburne and Wright Counties, these buyers see no advantage to locating in the City of Ramsey. i I have also seen properties being foreclosed .and business moving out of the area because rents are too high. I am sure that you are aware of the fact that a i portion of monthly rents are' based on taxes. · It is completely inexcusable.to expect small business to bear an unproportionate tax burden every time government fin~s itself unable to balance its own budget! I I beg you to take immediate action to repeal this Act and show small business that you are trying your best to make the American Dream work again.
