PAULj MINNESOTA ~I~II0

January 29, 1982

The Mayor'
Ramsey City Hall
Ramsey, Minnesota

55303

Dear Mayor,

The federal government has allocated funds to aid citizens
in the low-and fixed-income brackets with energy assistance.

This program exists through the U. S. Department of Health
and Human Services..They have recently re]eased $350 million for
use, however, the Office of Management and Budget can release another
$350 million but will not do so until they've received more evidence
of need for the funds. The OMB plan will be to offer only half of
that amount.

! hav~ written to our Congressional delegation, in Wash-
ington, asking that they request the OMB to release all these funds
as soon as possible. (See attached copy of letter.)

I am now asking the mayors and c'ity councils of all the
towns we serve to add their voices to our request. This winter has
already been very harsh and we are expecting more-of the same. We
recognize that home heating during Minnesota's winters is a necessity,
not a luxury and we fear that the recent fiscal problems our state has
experienced will hasten the cuts in energy, assistance allocations. We
think that all of these federal funds should be immediately released
for energy assistance, since that was the original plan of action.

Please support us in this effort to make these funds avail-
able to the needy. If you should have any questions about my request,
please feel free to call me at (612) 690-1761. Thank you in advance.

Sincerely,

David 14.
