I <br />I <br /> <br />The demand for boating opportunities--especially close to home <br />opportunities--is still high with no decrease seen under the <br />conditions of high energy prices. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The financial capability of all levels of government is under strain. <br />Boat launch projects provided by local governments with LAWCON/LCMR <br />grant assistance serve not only th6 citizens of the sponsoring <br />community but adjacent communities as well. <br /> <br />Boat launch projects provide "large" recreation areas at low cost. <br />Acquisition and development of a two-acre boat launch on a 120-acre <br />lake provides a 122-acre recreation area, with only two acres off the <br />tax roll. <br /> <br />For FY '82 the Metropolitan Council recommended that up to 10 percent of <br />LAWCON/LCMR funds be made available to eligible boat launch projects. This <br />additional allocation of funds was a concern of the Dept. of Energy, <br />Planning and Development (DEPD). Council staff feel that allocating an <br />amount off the top for boat launch projects is a fair method as it spreads <br />the impact over all planning area allocations. A question that remains is <br />how much should be taken "off the top"? In FY '80, 19.8 percent of <br />LAWCON/LCMR funds was used. In FY '81 ~.~en the 15 percent off the top <br />criteria was applied, eight percent of LAWCON/LCMR funds was used. In FY <br />'82, no funds were used since the projects were withdrawn. Overall, three <br />percent of the total requests for LAWCON/LCMR grants were for boat <br />launches. Staff recommends three percent be taken off the top for FY '83. <br />If additional funds are needed, staff recommends that these funds come from <br />the policy planning area allocation in which the boat launch is located in <br />proportion to the total cost of all boat launch projects located in each <br />planning area. This is the same procedure used for FY '82 grants. <br /> <br />D. Fully Developed Area <br />$150,000 .......... Area of Planned Urbanization <br />$100,000 .......... Freestanding Growth Center <br />$ 50,000 .......... Rural Area <br /> <br />The top ranked projects are eligible for a 50 percent LAWCON and a 25 <br />percent LCMR grant with a 25 percent local share. After the LAWCON funds <br />are expended, the projects are programmed for a 50 percent LCMR grant with <br />a 50 percent local share. Therefore, the total project costs covered .by <br />maximum grants at a 75 percent funding level would be: <br /> <br />$266,666 .......... Fully Developed Area <br />$200,000 .......... Area of Planned Urbanization <br />$133,333 .......... Freestanding Growth Center <br />$ 66,666 .......... Rural Area <br /> <br />The grant maximum for Freestanding Growth Centers was raised from $50,000 <br />to $100,000 for FY '82.
