I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br />I, <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> <br />6 <br /> <br />Seventy-five percent of the projects in the Fully Developed Area, Area <br />of Planned Urbanization, and Freestanding Growth Centers could have <br />been funded with a 75 percent grant-25 percent local match and all of <br />them could have been funded with a 50 percent grant-50 percent local <br />match. <br /> <br />Eighty-three percent of the projects in the Rural Area could have been <br />funded with a 75 percent grant-25 percent local match and the same <br />amount could have been funded with a 50 percent grant-50 percent local <br />match. <br /> <br />Staff recommends that the grant maximums set in FY '82 be used for FY '83. <br /> <br />E. EXCEEDING GRANT MAXIMUM <br /> <br />For FY '82 the Council recommended: <br /> <br />"In any planning area, the grant maximum may be doubled if'all <br />qualified projects in that area are funded prior to redistribution of <br />unused funds to other planning areas." <br /> <br />"That recognizing the need for flexibility in administering the <br />'grants~ State Planning Agency (now Dept. of Energy, Planning & Dev.) <br /> has the discretion of awarding approximately ten percent in excess of <br /> the grant maximum and that the State Planning Agency report annually <br /> to the Commission as to the impact of the grant maximum and <br /> limitations and exceptions noted." <br /> <br />The first policy was not used since there were more applications than <br />available funds. It is unlikely that there will be a year when grant funds <br />will exceed applications. However, should such a situation arise, this is <br />an appropriate way of distributing excess funds. The 10 percent discretion <br />DEPD has is also an appropriate policy. Both recommendation should be <br />applied in FY '82. DEPD will cogent on this issue at the February 1 <br />Commiss ion meeting. <br /> <br />F. NUMBER OF GRANTS PER CO~qMUNITY <br /> <br />In FY '82 the Council recommended: <br /> <br />- no limit on grants to communities in the Fully Developed Area~ <br /> <br />limit of one grant per community in the Area of Planned Urbanization, <br />Freestanding Growth Centers and Rural Area; <br /> <br />an additional grant may be made to a community which receives a grant <br />for a boat launch. <br /> <br />If boat launch projects are given a top funding priority as recommended by <br />the Water Access Task Force, these grant limitations are appropriate for FY <br />'83. <br /> <br /> <br />
