:1 <br /> <br />15. <br /> <br />Development of this nature in unsewered area will result in increased <br />financial burden on City residents when sewer becomes available. <br /> <br />I <br />! <br /> <br />ALSO INCORPORATE FINDINGS OF FACT OF CITY COUNCIL DATED DECEMBER 22, 1981: <br /> <br />16. <br /> <br />That the 1978 Comprehensive Plan provides for a 1990 Urban Area <br />where commercial development is to be promoted and encouraged and <br />conversely commercial development outside this area is to be <br />discouraged. <br /> <br />17. It is anticipated that municipal sewer will first serve the 1990 <br /> Urban Area. <br /> <br /> I <br /> I <br /> I <br />I <br />I <br />I <br /> <br />18. That since the adoption of the 1978 Comprehensive Plan, there has been <br /> little demand for commercial development sites in the 1990 Urban Area. <br /> <br />19. <br /> <br />That the City has recently rezoned property along Highway #10 from <br />R-1 to B~I specifically for the Alpaca Estates Plat and From R-1 to <br />Industrial for the High Ten Ramsey Plat where Ralph's Country Market <br />is located. Both of these rezonings were for property located outside <br />of the 1990 Urban Area. <br /> <br />20. That the City has permitted a higher sewage flow use by permitting <br /> the Party House on Highway #10 to take over a Recreation Vehicle use. <br /> <br />21. That the City is in need of commercial development for an increased <br /> tax base, resultant local employment and energy savings. <br /> <br />22. <br /> <br />That the City retained Gunnar Isberg, a Planning Consultant, to review <br />the proposed rezoning request which report was received by the City <br />on December 16, 1981. This report is incorporated herein by reference. <br />That the report points out the negative aspects of the proposal, the <br />ordinance variances and/or amendments which would be required to <br />permit the use and three possible alternatives which the Council <br />could take in acting on the rezoning proposal. <br /> <br />23. Ordinances related to uses in these areas be amended to prevent <br /> extension of municipal sewer. <br /> <br />ALSO INCORPORATE INTO THE FINDINGS OF FACT: <br /> <br />"Review of Proposed Rezoning of a 6 Acre Tract Located in the East-Central <br />Portion of the City" by Gunnar Isberg, Planning Consultant <br /> <br />ALSO INCORPORATE INTO FINDINGS OF FACT: <br /> <br />That Planning and Zoning has recommended that ordinance be changed based <br />on these previous Findings of Fact. <br /> <br />Motion by Commissioner Dunn and seconded by Commissioner Deemer to adopt the <br />Findings of Fact. <br /> <br />Motion carried.
