That the City Council has adopted a zoning ordinance amendment creating a Rural Business zone. That the subject property is located outside of the City's urban service sewer area. That the purpose of said zone is to prohibit uses outside of the City's urban service sewer area discharge process waste water. That the City Council has proposed this zoning district amendment from Residential to Rural Business. That a public hearing on the proposed Rural Business amendment was held by the Planning Commission on February 2, 1982. That published and wri.tten notice of the hearing was properly given and a copy uf~-~said notice is hereby incorporated in these Findings ...... That the'~Planning Commission'S ~e~ruary 2, 1982 public hearing minutes are incorporated herein by reference. That in order to prevent the premature need for municipal sewer in the City outside the urban service sewer area, it is necessary to limit the type of water discharge which a use can generate.
