I <br />I <br /> <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> 10. <br /> <br /> 11. <br /> <br /> 12. <br /> <br /> lB. <br /> <br /> 1~. <br /> <br /> 1S. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />21. <br /> <br />22. <br /> <br />2~. <br /> <br />That neither the existing comprehensive plan nor the <br />proposed comprehensive plan propose any rezoning of this <br />property. <br /> <br />That said application may be subject to Metropolitan <br />Council review. <br /> <br />The subject property is not a lot of record. <br /> <br />A request for rezoning for the purpose of a gas station was <br />denied in the past because of soils. <br /> <br />Planning Commission has recommended rezoning of this area <br />in the past. <br /> <br />Increased traffic will necessitate upgrading of streets and <br />intersection of 167th Avenue NW and Trunk Highway #47. <br /> <br />Development of this nature in unsewered area will result in <br />increased financial burden on City residents when sewer <br />become available. <br /> <br />That the 1978 Comprehensive Plan' provides for a 1990 Urban <br />Area where commercial development ~is to be promoted and <br />encouraged and conversely commer'oial development outside <br />this area is to be discouraged. <br /> <br />It is anticipated that municipal sewer will first serve the <br />1990 Urban Area. <br /> <br />That since the adoption of the 1978 Comprehensive Plan, <br />there has been little demand for commercial development <br />sites in the 1990 Urban Area. <br /> <br />That the City has recently rezoned property along Highway <br />910 from R-1 to B-1 specifically for the Alpaca Estates <br />Plat and from R-1 to Industrial for the High Ten Ramsey <br />Plat where Ralph's Country Market is located. Both of <br />these rezonings were for property located outside of the <br />1990 Urban Area. <br /> <br />That the City has permitted a higher sewage flow use by <br />permitting the Party House on Highway #10 to take over a <br />Recreation Vehicle use. <br /> <br />That the City is in need of commercial development for an <br />increased tax base, resultant local employment and energy <br />savings. <br /> <br />That the City retained Gunnar Isberg, a Planning <br />Consultant, to review the proposed rezoning request which <br />report was received by the City on December 16, 1981.
