INTRODUCTION AND SUMMARY <br /> <br />A. Abstract and Issues <br /> <br />Anoka County is the northernmost of the seven counties that comprise <br />the Twin Cities Metropolitan Area. The County includes 17 cities and <br />four townships and includes all the different types of planning areas <br />with the exception of a Metropolitan Center. All cities and <br />townships within the County are preparing comprehensive plans. The . <br />Anoka County Plan contains county-wide land use and housing policies <br />and also a generalized land use plan developed in part from local <br />comprehensive.plans. The generalized land use plan is to be used in <br />guiding the delivery of County and municipal services. The <br />Comprehensive Plan includes elements for County parks, transportation <br />and solid waste. <br /> <br />The Anoka County Plan is largely consistent with metropolitan plans <br />and the plans of affected jurisdictions. The Plan contains land use <br />goals and policies which closely parallel those of the Council's <br />Metropolitan Development Framework. <br /> <br />Comments are made regarding the regulation of on-site waste disposal <br />systems, farmland preservation in the County's General Urban Area, <br />capital improvements programs, airports and regional trail <br />corridors. No Plan modifications pursuant to MSA 473.175, Subd. 1 <br />are required. <br /> <br />,I <br /> I <br /> I <br /> I <br /> <br />B. Authority to Review <br /> <br />The Anoka County Comprehensive Plan has been prepared and is being <br />reviewed pursuant to the Metropolitan Land Planning Act, Minn. Stat. <br />Sec. 473.175 and Sec. 473.851 to 473.872. This Plan consists of one <br />document entitled Anoka County Comprehensive Plan, September 1980. <br />Additional information was submitted by the County in letters dated <br />August 27, 1981 and September 30, 1981. This review is being <br />conducted in, accordance with the Council's local plan and school <br />program review procedures, see particularly sections 2.7 through <br />2.19. Generally, the Council's responsibility is to review and adopt <br />findings and determinations with regard to the local plans: <br /> <br />1. Conformity with metropolitan systec'plans; <br /> <br />2. Compatibility with plans of adjacent local governmental units; <br /> and <br /> <br /> <br />
