Apparent consistency with other adopted Metropolitan Development <br /> Guide chapters. <br /> <br />The Council may provide advisory comments with regard to other <br />aspects such as technical adequacy, completeness, and its internal <br />consistency. <br /> <br />As part of the review, the Metropolitan Council: <br /> <br />"may require a local governmental unit to modify a comprehensive <br />plan or part thereof which may have a substantial impact on or <br />contain a substantial departure from metropolitan system plans." <br /> <br />The Council must complete its review of the local comprehensive plan <br />within 120 days following the issuance of the order to comence plan <br />review. The review of the Plan was originally commenced on May 18, <br />1981~ but was suspended pending additional information. The review <br />was recon~enced on October 23, 1981. The review deadline is <br />January 21, 1982. <br /> <br />DESCRIPI-~ON OF ANOKA COUNTY <br /> <br />Anoka County is the northernmost of the seven counties comprising the <br />Twin Cities Metropolitan Area. The County includes the Freestanding <br />Growth Center of Anoka, urbanized and urbanizing communities in the <br />southern portion, general rural regions, agricultural areas, rural <br />centers, and to the extreme north the Proposed Freestanding Growth Center <br />of St. Francis. <br /> <br />The population of Anoka County given by the recent census is 195,998. <br />This represents a 27% increase over the 154,712 population in 1970. The <br />areas receiving the most growth in the County were the urbanizing <br />communities of Blaine, Ramsey, Andover, and Coon Rapids, all growing by <br />more than 5,000 persons in the decade. Some rural communities have also <br />experienced a large increase in population with two, Ham Lake and East <br />Bethel, receiving more than a 4,000 increase. Two cities, the City of <br />Anoka and Oak Grove Township, have received just over a 2,000 person <br />increase. The communities of Bethel, Circle Pines, Columbia Heights, <br />Hilltop and Lexington have lost population over the decade. <br /> <br />Most of Anoka is, however, undeveloped. Of the 286,941 acres that <br />comprise the County 209,125 or 73 percent are vacant or in agricultural <br />use. Residential uses comprise six percent of County land uses, <br />commerica] less than one percent, and industrial approximately two <br />percent. Large concentrations of commercial development include the City <br />of Anoka and Northtown Shopping Center. Industrial development is <br />concentrated primarily in the southern communities of Anoka, Blaine, <br />Columbia Heights, Coon Rapids, and Fridley. <br /> <br />Anoka includes five regional parks, one park reserve and the Carlos Avery <br />Wildlife Management Area. The Rum River has been designated a Wild and <br />Scenic River. Anoka County is served by T.H. 10, T.H. 65, 1-35W and <br />1-35E. .. <br /> <br /> <br />
