I <br />I <br /> <br />I <br />I <br /> <br />III. <br /> <br />DESCRIPTION OF COMPREHENSIVE PLAN <br /> <br />The Anoka County Comprehensive Plan is divided into the major sections of <br />land use, parks, transportation and solid waste. A generalized land use <br />plan has been prepared which identifies an urban use area and a rural use <br />area as described in local comprehensive plans. Residential, commercial <br />and industrial uses are to accommodate projected population increases <br />and to be in accord with local plans. Uses in the rural area are to <br />include agriculture, commerical industrial uses supportive of <br />agricultural, and low density residential development that can be <br />serviced by on-site sewer systems. The County is planning to accommodate <br />a population of 230,000 by 1990 and 250,000 by 2000. Anoka County's <br />policy is to support local management of governmental services and <br />controls by the County's townships and cities. All cities and townships <br />in Anoka County are preparing plans for their areas. <br /> <br />m <br /> <br />i <br />I <br /> <br />I <br />I <br />m <br /> <br />The County's park element includes an assessment of County recreational <br />needs, policies for protecting existing and planned park elements, an <br />inventory of existing and proposed park and open space areas within the <br />County, and a county park and proposed regional park capital improvement <br />program. <br /> <br />The transportation element of the plan updates the County's 1974 <br />transportation plan and includes as assessment of needs, functional <br />classification of, roadways,, transit service and a capital improvement <br />program for roadways. The regional transportation plan is discussed and <br />a comparison of regional and County'functional classification systems is ..... = .... <br />provided. <br /> <br />The County's solid waste element provides an inventory of landfill <br />capacity remaining, projects Anoka County waste processing demands, and <br />proposes a program for handling waste based on waste reduction, source <br />separation and recycling, waste processing for resource recovery and land <br />disposal. Tree waste and hazardous waste are also addressed. <br /> <br />The Plan includes an implementation program. Since all townships and <br />cities in Anoka County are preparing plans for their areas, Anoka <br />County's direct responsibilities are limited to County systems. The only <br />exception is where, by State law, the County administers shoreland, <br />floodplain, and scenic river ordinances in the four townships (Burns, Oak <br />Grove, Columbus and Linwood Townships). The County will offer technical <br />assistance to local communities and review the land use plans of local <br />communities for their consistency with County systems. <br /> <br />To meet its direct responsibilities in land management, the County will <br />enforce its ordinances for shoreland management, floodplain zoning, <br />individual sewage treatment systems and surface water management. <br /> <br /> <br />
