I
I

I
I

III.

DESCRIPTION OF COMPREHENSIVE PLAN

The Anoka County Comprehensive Plan is divided into the major sections of
land use, parks, transportation and solid waste. A generalized land use
plan has been prepared which identifies an urban use area and a rural use
area as described in local comprehensive plans. Residential, commercial
and industrial uses are to accommodate projected population increases
and to be in accord with local plans. Uses in the rural area are to
include agriculture, commerical industrial uses supportive of
agricultural, and low density residential development that can be
serviced by on-site sewer systems. The County is planning to accommodate
a population of 230,000 by 1990 and 250,000 by 2000. Anoka County's
policy is to support local management of governmental services and
controls by the County's townships and cities. All cities and townships
in Anoka County are preparing plans for their areas.

m

i
I

I
I
m

The County's park element includes an assessment of County recreational
needs, policies for protecting existing and planned park elements, an
inventory of existing and proposed park and open space areas within the
County, and a county park and proposed regional park capital improvement
program.

The transportation element of the plan updates the County's 1974
transportation plan and includes as assessment of needs, functional
classification of, roadways,, transit service and a capital improvement
program for roadways. The regional transportation plan is discussed and
a comparison of regional and County'functional classification systems is ..... = ....
provided.

The County's solid waste element provides an inventory of landfill
capacity remaining, projects Anoka County waste processing demands, and
proposes a program for handling waste based on waste reduction, source
separation and recycling, waste processing for resource recovery and land
disposal. Tree waste and hazardous waste are also addressed.

The Plan includes an implementation program. Since all townships and
cities in Anoka County are preparing plans for their areas, Anoka
County's direct responsibilities are limited to County systems. The only
exception is where, by State law, the County administers shoreland,
floodplain, and scenic river ordinances in the four townships (Burns, Oak
Grove, Columbus and Linwood Townships). The County will offer technical
assistance to local communities and review the land use plans of local
communities for their consistency with County systems.

To meet its direct responsibilities in land management, the County will
enforce its ordinances for shoreland management, floodplain zoning,
individual sewage treatment systems and surface water management.
