Burns allows for five-acre lot sizes and Oolumbus allows <br />for one unit per 40 acres in the Agricultural Districts and five- <br />acre lot sizes in the residential areas. East Bethel's zoning <br />allows for lot sizes of five acres, but also allows residential <br />subdivisions at a density of 16 units per 40 acres (one unit per <br />2.5 acres). While Oak Groves' Plan has not yet been reviewed, <br />its preliminary draft indicates a residential zoning district of <br />2.5 acres. <br /> <br />As a result, in the shoreland, floodplain and scenic river areas <br />in Burns and Columbus Townships, Policy 44c of the Water Quality <br />Management Policy Plan applies. In those areas in East Bethel <br />and Oak Grove, where the residential densities are grea{er than <br />one unit per five acres, Policy q4d applies. <br /> <br />Policy 44c of the Policy Plan calls for local units of government= <br />to either adopt all of the on-site system management techniques <br />contained in Procedure 10, of demonstrate that there will not be <br />adverse impacts on public health, groundwater quality or <br />metropolitan systems. Policy q4d calls for adoption of the <br />complete on-site system management program. <br /> <br />The County Plan adequately addresses a large number of the <br />recommended guidelines. The Plan states that its on-site system <br />ordinance complies with the Council's recommended on-site system <br />management program. The County requires installation <br />requirements consistent with or more restrictSve than WPC-40, <br />permits, installation inspections, recordkeeping and remedial <br />action. Ongoing inspection/maintenance and licensing <br />requirements are not addressed. The County indicates that these <br />provisions are to be provided by the local units of government. <br />The Plan does not address, however, alternative systems <br />(Guideline 1.2), soil tests (Guidelines 2.1) and the approval of <br />plats only following a determination that the'soils in the <br />platted areas are generally suitable for on-site system <br />installation (Guideline 2.2). <br /> <br />Finally, according to the Metropolitan Land Planning Act, <br />comprehensive plans are to include all appropriate matters <br />specified in Section 473.859, Subd. 3. This would include, if <br />appropriate, the designation, to the extent practicable, of areas <br />generally unsuitable for on-site systems. Because, however, this <br />requirement is being addressed, for the most part, in the plans <br />of local units of governments, the County Plan need not address <br />it. <br /> <br />Parks (Arne Stefferud) <br /> <br />The Anoka County Comprehensive Plan contains appropriate policies <br />and maps that depict most--but not'all--of the regional <br />recreation open space facilities in the County. Specifically, <br />the plan does not include a potential regional trail along the <br />Mississippi; a north-south trait between Rice Creek Chain of <br />Lakes Park Reserve and Otter-Bald Eagle Lake Regional Park; a <br />north-south trail connecting Bunker Hills Regional Park with Coon <br /> <br /> <br />
