Since these trails were not included in the 1977 <br />regional system statement, the Plan does conform with the <br />Regional Recreation Open Space System. However, the Plan should <br />be amended under the provisions of Minnesota Statute 473.856 to <br />include these potential regional trail corridors. <br /> <br />4. Airports (Chauncey Case) <br /> <br />There are several metropolitan and private aviation facilities <br />located in Anoka County (Anoka County airport in Blaine; Gateway <br />North Industrial airport in Ramsey; Surfside Seaplane base in <br />Lino Lakes and several private airstrips). Mn/DOT has also <br />designated 16 lakes and the Mississippi River'in Anoka County as <br />permitted seaplane use areas. Anoka County also contains part of <br />the regions' general airspace resource which should be protected <br />from obstructions to air navigation. <br /> <br />B. Compatibility With Other Governmental Units' Plans <br /> <br />Anoka County has circulated its Plan to adjacent local governments <br />and affected school districts. In addition, the Council has notified <br />governmental units potentially affected by the Plan that the review <br />is underway and that they have an opportunity to comment. Comments <br />have been received from the Rice Creek Watershed District and the <br />cities of Lino Lakes, Ramsey, Ham Lake, Spring Lake Park, Hilltop, <br />Bethel, Andover, Centerville, East Bethel, Circle Pines, Blaine, St. <br />Francis, Coon Rapids, Anoka, Fridley, Columbia Heights and <br />Lexington. Townships commenting are Oak Grove, Burns, Columbus and <br />Linwood. School Districts con~nenting are Spring Lake Park District <br />#16, Centennial District #12, St. Francis District #15, Anoka- <br />Hennepin District #11, Fridley District #14, White Bear District <br />#624, Forest Lake District #831, Columbia Heights District #13 and <br />School District #728. Counties commenting are Washington', Hennepin <br />and Ramsey. In addition while not required by the Metropolitan Land <br />Planning Act the Plan was circulated to and comments provided by the <br />nonadjacent counties of Scott, Dakota and Carver. <br /> <br />While no major conflicts are evident between Anoka County's Plan and <br />the plans and programs of other jurisdictions, some differences were <br />noted. Several communities commented that population projections <br />were not the most recent available. Differences in functional <br />classification of roadways were pointed out. Fridley noted that <br />several parks were not.shown in the County's Plan. Blaine indicated <br />that the City's urban service area is somewhat different than that <br />shown in the County Plan. Several comments and requests were made <br />related to parks or transportation improvements shown in the County's <br />Plan. The~-ice Creek Watershed District would like the County to <br />adopt a policy on stormwater runoff limiting discharge in areas of <br />new development to no more than an acre would generate in an <br />undeveloped state. <br /> <br /> <br />
